You can't say that if you get 10 hp gain for one mod and 10 for the next mod they add up to 20 hp. Does not work that way, and some mods can be at cross purposes with each other.
And, obviously, if OP is looking at a tune, then tuning safety and tuning goals all need to be taken into consideration. Maximum tune or stupid tune = zoom, zoom, boom, or at least short engine life.
Finally, greatly increased performance may occur with only modest "peak" power gains in hp or torque, if the "under the curve gains" all across the power band are substantial. On the other hand, a high peak hp or torque may look good on paper, but if it's peaky and only in a narrow rpm range, it may not have much effect on real world performance.
