Default New Engine, P0012 immediately

Long story short, my original engine threw a p0012, brought to dealer, had vvt redone not under warranty, engine spun a bearing weeks later regardless, caused by a failed oil pump(or atleast thats what mazda said, held oil pressure and had oil in it still). so now my mechanic swaps a re manufactured motor in, and it instantly pops a p0012. He swapped my new acuator from my old engine, and is saying that when the old engine blew up, it shot metal shavings into the brand new acuator, causing it to go bad and in turn, cause the new engine to throw this code. so I bring the car there today, he reads the codes and is telling me I basically need a new acuator. What do you guys think? sensor, camshaft actuator, maybe some build up? if I erase the code it pops up in like 20 miles. I'm at a loss and I just wanna drive this thing... Immediate help would be great thank you guys
