Default p0091 Low Voltage Fuel Pressure Regulator For No Reason

So I have had a p0091 code for the past few months. This code is for low voltage fuel pressure regulator. I first learned about this code from the Mazda dealership because I had to get a new ECU programmed to my car because the last ECU must have had another tune on it because my AP wouldn't connect to the car. Anyway, Mazda told me when the new ECU was in that the ECU had this code on it and I had never had it before that I had noticed. The technician said that this code was on my old ECU but I never saw it on there ever. So I thought nothing of it because my AP read 100% perfect fuel pressure and still does to this day. Now comes around the time of inspection and I am already 2 months past trying to figure this problem out. I don't believe it is a bad fuel pressure sensor because it reads just fine. The spill valve also seems to be working just fine as well. I have read a few websites that say that a bad programming of the ECU can cause this code and I really think that is the problem but I want to check with you guys and see if y'all have any ideas.

This MIL can be caused by a bad pcm, a bad spill valve, or bad wiring between the two.

It is not part or any of the self tests, so you can temporarily disable it with ATR to pass your inspection, and then re-enable it to continue diagnosing the problem.

Is there anyway to get around the $150 training? :/ or is it possible you could send me a map with it disabled? I asked justin from Freektune and he said that the Accesstuner software doesn’t have the code in its list of codes it can turn off. Does that sound right?

My car has been down forever so I haven't looked at the software in a while. If he says that MIL isnt there, then I'm sure it isn't.

At this point, I'd check the wiring in the MIL diagnostic tree, and if its good, try borrowing a hpfp from someone who doesnt have the MIL. If your code doesnt go away you know your new PCM is the problem.
