Default Oil consumption, leakdown and compression confusing

I've been using a quart every hundred miles, did the turbo and pcv valve. Nothing. Just had a compression and leakdown test done and I'm confused on the results

Cyl 1 150. 15%
Cyl 2 150. 15%
Cyl 3 130. 15%
Cyl 4 150. 5%

The mechanic that did it also said cyl 4 had oil on the plug, but that seems like the best numbers wise. Cylinder 3 possible cracked ringlands?

Oil in the cylinder seems like it would improve compression and leak down tests by sealing up the gaps.

So if your good results are from the oily cylinder, expect poor results if that cylinder was dry.

Any idea what the culprit is? Rings or valves stem seals?

A leakdown test will tell you where the leakage is occurring. The technician is supposed to listen for where the air is leaking from. If I had to guess, yes, I would say the problem is likely in the bottom end, likely cracked ringlands. 15% leakdown on a stock motor is a lot.
